Appears to be team issued, stripped, and then customized to #24 "Freeman" since there is residue left from a previous name that appears to have started with the letter K and the #17. Could have been originally worn or issued to former Rockies who wore #19 such as Gabe Kapler. I could not find a player on the Rockies regular season roster with the name "Freeman" so it could have been pre-season issued, for a coach, or just a customized by a fan.
